General Summary
The mission of the Medical Informatics Division (MI) is to support all BCBST business units by conducting analytics/data mining/research, and developing tools and processes that improve the outcomes, quality, access to, cost and utilization and management of health care to BCBST members as well as member retention and attracting new members. MI achieves this mission through health services and other types of analytics/data mining/research designed to (1) improve clinical practice, (2) improve BCBST's ability to provide access to and deliver high quality, high-value health care, and (3) provide policy makers with the ability to assess the impact of system changes on outcomes, quality, access, cost, and use of health care resources. Medical Informatics has the opportunity to profoundly influence the future of BCBST by leveraging insightful data analytics to drive improvements in business operations, empower consumers to make better healthcare decisions, enable providers to improve the quality of patient care, and promote health awareness in the communities served. The candidate chosen for this position will serve to support the mission of the MI division.
Primary Duties and Responsibilities:
- Incumbent will work closely with senior researchers and business unit staff to support the MI mission through the following major activities:
- Integrated Clinical, Financial, Lifestyle and Care Management Data Infrastructure
- Proactive Member and Provider Identification/Stratification through Predictive Modeling Process/Rules Engine to Address Cost, Quality, Satisfaction, Safety, Outcomes, Retention, and Acquisition
- Member and Customer Experience Excellence through Operational Analytics and Data Mining
- Micro-Segmentation and Personalization
- Pre-Sale and Post-Sale Analytics/Data Mining
- Real Time Value Reporting for Clinical Management Activities

- Contribute to the vision and execution of predictive modeling strategy by deploying innovative methodologies, algorithms, prototypes and demonstrating their business value.
- Collaborate closely with care management, quality management, marketing, product management, and customer service to understand their key challenges, develop models and methodologies to predict, quantify, evaluate, and solve these challenges including various health/business metrics, and drive improvements into their respective functions.
- Provide expertise and assistance in integrating data mining insights into business processes and tools.
- Create, develop, and maintain a suite of predictive models to solve critical business problems using appropriate data mining techniques from a broad range of structured and unstructured data.
- Lead multi-disciplinary project team that includes business and technical contributors yet have a strong sense of personal responsibility and willingness to take ownership for delivering expected results.
- Provide guidance and expertise in statistical principles, techniques, data mining, experimental design, pattern recognition, variable selection, and sampling techniques.
- Have ability to work in a hands-on, fast paced, aggressive timeline, team oriented environment, and to manage several complex projects with minimal supervision.
- Interface with other functional areas on database design, metrics/variables development, identify and recommend new data sources, data quality/reliability, promotion of models into production, and documentation of predictive modeling rules.
- Develop, implement, and maintain change control and testing processes for modifications to data models.
- Respond to and resolve data mining performance issues.
- Conduct research and make recommendations on data mining products, services, protocols, and standards in support of procurement and development efforts.
The candidate is expected to work as an independent analytics/data mining/research leader in team efforts to design and carry out health-related analytics/data mining/research, and be able to present analytics/data mining/research findings and evaluation results to internal and external audiences on a frequent basis. Strong encouragement will be given for publication of methodological and substantive papers. The candidate will also be expected to perform grant-funded work as necessary. In addition, the candidate will develop tools for use in business processes and serve as a consultant on analytics/data mining/research and statistical matters with internal and external customers.
Qualifications:
Education
- Bachelor's degree in a quantitative/research discipline with predictive modeling/data mining experience required, or an advanced degree in a quantitative/research discipline.
Experience
- 7 or more years of predictive modeling/data mining experience required for bachelor's degree candidates.
- 4 or more years of predictive modeling/data mining experience required of candidates with an advanced degree in a quantitative/research discipline.
- Experience in the application of modern statistical design and predictive modeling/data mining techniques on large data sets
- Proven track record in making data mining/analysis actionable to improve business outcomes.
- Experience with development and deployment of models in transactional databases a plus
Skills/Certifications
- Strong interest in statistical and data mining methodologies
- Strong abilities in the use of SAS and other computational software for data mining and statistical analysis
- Demonstrated oral and written skills
- Teamwork and leadership qualities are essential
