Working within the Strategic Planning and Policy department, TransLink's Forecasting and Monitoring group leads research, monitoring, advanced analytics and insight for the regional transportation system. The group's focus is on undertaking analytical and quantitative studies to better understand the regional transportation network and customer behaviour and to provide and strong evidentiary basis for investment and program decisions. We do this through the development and implementation of a variety of models such as econometric demand models, non-valuation studies, the Regional Transportation Model, VKT models, and GHG models.

Responsibilities
The Senior Planner (SmartCard) provides senior transportation planning leadership and expertise for a wide range of diverse and complex strategic planning and policy initiatives in one of the world's few multi-modal regional transportation authorities. In 2013, TransLink will launch its first electronic fare card. The Senior Planner will play a central role in this career-defining initiative, providing planning leadership in identifying needs and opportunities for the collection, analysis and insight associated with Smartcard data and the development of related tools and processes.

The Senior Planner (SmartCard) is accountable for providing senior expertise with respect to electronic fare card data and leadership to projects of medium/higher scope in support of a designated program related to the development of analytical tools to interpret large volumes of electronic data, determine travel behaviour and choices of our transit system, identify market segments, and identify travel characteristics of key customers to better plan delivery of our services and maximize benefits to our customers.

Key Accountabilities

  • Contributes senior planning, transportation planning expertise to development of program/project strategies, plans and tactics, specifically related to advanced analytics of electronic fare data.
  • Provides senior technical guidance, sharing the benefit of an advanced level of data expertise with other planning professionals, while also providing leadership to designated projects.
  • Develops advanced planning, methods, techniques to support designated project deliverables with respect to electronic fare card
  • Contributes as a member of a program team, providing a senior level of transportation expertise, identifying and recommending action on project risks and opportunities, based on analysis of issues
  • Collaborates with leaders and professionals across the organization, with a view to optimizing planning services and project outcomes.
  • Develops and manages relationships with stakeholders to understand needs, keep them informed and resolve moderate issues. Provides senior technical support and advice to municipal/provincial working teams and advisory committees.
  • Oversees contractors and consultants, providing work direction, and monitoring contract compliance.
  • Provides technical guidance to other planning professionals, including involvement in development and performance management.
Qualifications
Requires at least a Master's degree in planning, economics, operations research, engineering or business administration, with minimum of 3 years experience providing an advanced level of expertise and leading projects in transportation, payment card or related industry; or an equivalent combination of education and experience.

Technical requirements

  • We are looking for someone with strong analytical and communication skills, who thinks and acts independently and has sound judgment. You also have excellent interpersonal skills and the ability to contribute effectively to a team approach to problem solving.
  • Advanced knowledge of the principles, theories, concepts and practices of transportation planning.
  • Sound knowledge of plans, products, roles and responsibilities of government agencies, NGOs and associations.
  • Sound knowledge of TransLink's decision-making context including its strategic context and organizational and governance structure.
  • Leadership skills to provide a senior level of technical guidance and expertise to other transportation planning professionals and to lead projects.
  • Interpersonal skills to build trust by consulting with others and applying a team approach as needed to achieve solutions. Includes negotiation skills as they pertain to contracts and conflict resolution at an intermediate level of risk and complexity.
  • Decision-making skills to make recommendations/resolve transportation planning and project-related issues, and to make recommendations on priorities.
