The Operational Excellence Program Office is designed to lead, support and facilitate the campus' Operational Excellence (OE) initiative. This position will work in coordination with the Operational Excellence Program Senior Financial Analyst to provide analytical support to the OE initiative, a campus-wide effort launched by the Chancellor to significantly improve the efficiency and effectiveness of the campus' administrative operations.

Responsibilities
The OEPO Strategy Analyst develops and continuously improves the analytical processes and tools used to acquire, analyze, report and communicate program and project performance. Analyzes and organizes complex qualitative and quantitative data from multiple sources, and synthesizes results into meaningful reports and presentations. Contributes to the improvement and development of risk management tools and methods to better assess the OE Program investment and operational risks.

Uses skills as a seasoned, experienced professional with a full understanding of analytical practices and campus policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with programs, projects, and proposals which are complex in nature and diverse in scope.

Key responsibilities include:

  • Provides analyses for complex budget, financial, project portfolio, data, systems and resource projects working directly with all levels of managers. Analyzes and organizes complex qualitative and quantitative data from multiple sources and synthesizes results into meaningful reports and presentations on a regular basis.
  • Designs, develops, and prepares reports and executive briefings on program and project progress, risks, and issues. Recommend actions by analyzing and interpreting data and making comparative analyses. Provide management with trend reports specifying areas of concern for review with program and functional management. Develops proposals and recommendations that inform and support a broader strategic direction for the OE Program.
  • Administer an enterprise project portfolio management tool; train users on the use of the tool.
  • Monitor, analyze, and report on project metrics, including but not limited to: risk, cost, schedule, resources, and project changes.
  • Researches and summarizes best practices in field.
Required Qualifications
  • Strong skills in analyzing and synthesizing large amounts of data for preparing sound and relevant reports.
  • Strong skills in assessing both qualitative and quantitative data.
  • Possess an investigative curiosity for data, and look beyond the basics to research data for additional ideas, trends, and solutions.
  • Must be a dynamic and self-starting individual able to work independently and as part of a team.
  • In-depth knowledge of project management tools and techniques including: scheduling, cost management, change control, time management, scope and resources, work breakdown structures, risk management, and contracts.
  • Advanced proficiency with Microsoft Office Suite, MS Project, and other related business tools.
  • Outstanding organizational skills, attention to detail, project coordination skills, management experience, and prioritization of tasks.
  • Strong communication and interpersonal skills to communicate effectively with all levels of staff; both verbally and in writing.
  • Ability to multi-task with demanding timeframes.
  • Ability to use discretion and maintain all confidentiality.
Education/Training:
  • Bachelor's degree in related area and/or equivalent experience/training.
