Salary Range: $70,000.00 - $89,000.00/ANNUALLY

POSITION
Vacancy is in the Management, Budget and Grants Department.
  • Under general direction performs a full range of analytical and operational research.
  • Conducts extensive data mining and operational modeling using computer languages such as SAS and SQL.
  • Performs ad hoc analysis applying advanced statistical techniques to test business propositions.
  • Develops technology tools that provide real time analytical results for monitoring key business metrics.
  • Reports results of statistical analysis, including information in the form of graphs, charts, and tables.
  • Prepares data for processing by organizing information, checking for any inaccuracies, and adjusting and weighting the raw data.
  • Evaluates statistical methods and procedures used to obtain data to ensure validity, applicability, and accuracy.
  • Performs related work as required.

 
This is a non-union position. The hours of this position are 40 per week and the above salary includes 5% in lieu of overtime.

QUALIFICATIONS
Bachelor's degree from an accredited four-year college or university with major coursework business administration, or a closely-related field. Five (5) years of related experience or training is required of which three years must be increasingly responsible professional experience in statistics, finance, economics, or government. A Master's Degree in business administration from an accredited college or university is preferred.

NECESSARY SPECIAL QUALIFICATIONS
Must have five (5) years of statistical and data mining experience in the government or related industry. Operations Research experience, large plus. Must be skilled at developing complex charts and tables that are readily accessible and interpretable. Possession of a valid Driver's License. A COPY OF YOUR LICENSE MUST BE SUBMITTED WITH YOUR APPLICATION.

Hartford Residency Preferred.

EXAMINATION
Open to all applicants who meet the above qualifications. The examination will consist of rating your training and experience as contained on your application and may include a written test, an oral test, performance test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position.

The examination will be designed to measure:
  • Knowledge of progressive public budgetary, financial, and administrative methods and procedures;
  • Knowledge of SAS / SQL;
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and governmental regulations;
  • Ability to write reports, business correspondence, and procedure manuals;
  • Ability to effectively present information and respond to questions from the Mayor's Office and Department Heads;
  • Ability to apply mathematical operations to such tasks as frequency distribution, determination of test validity, analysis of variance, correlation techniques, and sampling theory;
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.

 
If selected for the position, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will be required to serve 3 to 12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
