Price for large data set collection

I was recently approached by a graduate student with a business plan. Some portion of their plan required the collection of data relevant to medical analysis which could then be sold to government or non-government entities. The question was "What price could be put on such a service?" Although I'm sure this is a popular business model, I've honestly never investigated it, therefore, other than determining an hourly cost for the collection effort and perhaps some data conditioning, I'm not sure what the "norm" is for pricing on such data sets. Any feedback would be greatly appreciated.
