The Office of Continuous Quality Improvement is situated within the Commissioner's Office and is responsible for the design, implementation and oversight of organization-wide data analytic, performance measurement, quality improvement, and workforce development activities that are designed to support and inform policy and program decisions, strategic and operational planning, and the development of an accountability-driven and continuous improvement culture.
The work of Office of Continuous Quality Improvement is centered on three core functional areas: 1) Evaluation, Research and Quality; 2) Data Analysis and Design; and 3) Technical Support and Consultation. Through these services the Office strives to continually evaluate the quality and effectiveness of services delivered, to support learning among DHHS staff and partners, and to promote the use of data to inform decision making across the organization. This position is in our Augusta office.
As Data Analytics Program Manager you will assume a key leadership role in the Office of Continuous Quality Improvement. In this position, you will have primary responsibility for coordinating and managing all data design and analysis-related functions for the Office. Your work will involve planning and managing complex data analytic and/or statistical projects, coordinating access to key healthcare and quality data sources, designing analytic data sets, and producing data summaries and reports to guide and inform strategic decision-making and drive actions to improve the quality and effectiveness of Department services.
In this position, you will also maintain contact and coordinate activities with key stakeholder groups both within and external to the Department (e.g., DHHS Office Managers and staff, provider agencies, consumer and family organizations, etc.), and facilitate and provide support to work teams. As Analytics Manager, you will be responsible for developing and facilitating project teams in the development of work plans and timelines and monitor progress by overseeing tool development, data collection, analysis and reporting activities. You will also be responsible for hiring, training, and supervising assigned staff.
To qualify you must minimally have a Bachelor's Degree and four (4) years of progressively responsible experience in the development, delivery or administration of healthcare or social service programs. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis. The background of well-qualified candidates must demonstrate the following competencies:
- Experience in the application of advanced statistics such as statistical modeling, forecasting, multiple regression, and factor analysis.
- Demonstrated experience with the design, management, and analysis of healthcare and social services data, including knowledge of healthcare services claims data.
- Exceptional written communication skills and demonstrated ability to write technical reports for both technical and non-technical readers.
- Demonstrated experience of data analytic techniques and use of database, spreadsheet, and statistical analysis software applications.

PAY GRADE: 28 ($46,633.60 - $ 64,147.20/yr.)
Value of State-paid Health & Dental Insurance: $340.52 biweekly (90% State contribution)
