Papers submitted under this option must be submitted by the authors in electronic form (pdf). Reviews will be done electronically with the goal of a review decision within 8 weeks of paper submittal. The authors are encouraged to include animations, data files, executable applets and any other electronic add-ons deemed necessary for wider dissemination. We will accept powerpoint animations, mpeg video files, java applets and other code with specific compilation instructions and machine compatibility information, as well as data files with format information. A paper once accepted and put in its final form will IMMEDIATELY appear in the IEEE Transactions on Systems, Man and Cybernetics Part B section of the IEEE XPLORE system for electronic publishing. All animations and other enhancements will appear with the electronic version. The text/figure portion of the paper will go into the queue for publication in the IEEE Transactions on SMC part B in the usual way and will appear in the print version of SMC part B in due time. When ready to submit you will go to a form page which requires title, abstract, keywords and contact information. It will return a paper number and directions to a web page for uploading the paper and any associated code, animations, data files, etc. Please note that all papers must print on standard 8.5 x 11 inch paper.
