Primary Job Responsibilities
The Manager of Metrics Policy will report to the Director of the Global Metrics Management group within the Strategic Planning and Analysis function.

The Global Metrics Management group is part of the Strategic Planning and Analysis (SP&A) function within eBay Finance. The Global Metrics Management group has the responsibility for certifying the usage policy regarding key business metrics, managing a repository of formal metric definitions, and monitoring the global uniformity of metrics usage. The Global Metrics Management team also is dedicated to the design, development, and prototyping of novel business reports, and the overall maintenance of metrics and site reporting infrastructure including maintenance of key reports, data quality assurance and remediation, and process improvements Collectively, these activities are focused on delivering the eBay management community timely, accurate information to enable better decision making. The Global Metrics Management team will also assist in the development of advanced analytical tools and forecasting methods that permit a fuller understanding of all aspects of activity on the eBay website and all performance characteristics of the eBay business.

Specific Job Tasks:

• Understanding all aspects of the eBay site and business and the key existing metrics that are used to measure site performance at the user and transaction level.

• Cataloging the definitions and usage profiles for several families of existing eBay performance metrics across all dimensions of the eBay data universe - marketplaces, business units, categories, and user segments.

• Supervising the field evaluation of newly created metrics deployed in pilot studies, following initial assessment and test simulation, in cooperation with the appropriate business managers.

• Systematically monitoring the usage patterns, both planned and unanticipated, for new and existing metrics across the entire spectrum of eBay site and business processes and activities.

• Assisting in the research and development of suitable new metrics for mission-critical business problems encountered by front-line business managers and other functional analysts in ad hoc business situations.

• Educating business users on performance interpretation and analysis methods for key metrics and providing a metrics consulting function to the various business units.

• Developing and coordinating key cross-functional processes to manage overall site reporting and metrics governance

1. Cross-functional communication - Build and maintain strong relationships around the company with internal customers and corporate functions. The analyst will work as part of the Global Metrics Management team with Finance and Business Units to identify and prioritize metrics management needs, and help develop the required test metrics.

2. Technical analysis - Execute rigorous analyses and replicable evaluations that test the value of all proposed new metrics as well as driving systematic retirement planning of metrics that are evidencing signs of becoming obsolete.

3. Strong presentation skills (oral and written) - The analyst will be required to present to internal customers. This requires that the analyst have excellent communication skills and the ability to translate complex quantitative information into presentations that are easily understood by general management.

Job Requirements
Master's degree or advanced certification in technical finance or quantitative methods (Computational Finance, Economics, CFA, or quantitative-oriented MBA) and a minimum of 3 years' work experience in a relevant field, preferably within a Finance or Quantitative Research organization - program management experience is a plus.

Technical skills comprising some or all of the following applications are required: Microsoft Excel, Microsoft Access, VBA, and SQL.

Proven ability to produce complex deliverables to a rigorous schedule. Strong written and verbal communications skills, and the ability to present to large groups of people on a regular basis.

High energy/creativity, a self-starter with relentless customer-focus, an entrepreneurial spirit, a deep practical understanding of quantitative methods, and superb attention to detail.

Education: Masters Degree or Equivalent.
