President Clinton proposed privacy legislation designed to give consumers more control over their medical and financial information. The Financial Services Bill - now known as the Gramm-Leach-Bliley Act - allows banks, insurance companies and securities firms to merge and share information about their customers freely with one another. When amendments to tie the sharing of medical and sensitive financial information to consumer consent were pared from the act, Clinton vowed he would sign the bill but develop separate legislation to affect that outcome. The president's plan would require financial services companies to notify consumers before sharing their customers' information with affiliated companies. So, for example, customers would receive notice from a credit card company that wanted to share their information with an insurance company, and be given a chance to say "no" to the transaction. For more sensitive information - such as medical history and pharmacy records - the administration's plan calls for more stringent protections. When Gramm- Leach Bliley passed last year, privacy advocates complained the law might create a scenario whereby a customer could be denied a loan based upon information gleaned from his or her medical records. -- CHICAGO--(BUSINESS WIRE)--May 9, 2000.
