Internet Week (Sep 1, 1999) has an article by Nate Zelnick
on the privacy issues,
considering the question of treating private information as a
hard good that can be priced and bartered.

The author proposes to attach a unique ID to each piece of consumer
data collected by direct marketers.  Then this info can be tracked and
monitored.
