Salary range: $56,000-$70,000

RESPONSIBILITIES: Supports HCE Management initiatives by providing information and analysis for use in projects and ad hoc work. Comfortable in working with systems and servers, maintains and manages data information, provides and creates interface/applications for end users. Understands and accesses various sources of managed care data (claims, medical management, enrollment, capitation, pharmacy, provider information, etc.). Provides expert consultation on data availability, content and quality. Uses business knowledge to determine project requirements, resolve business issues and identify changes or barriers which affect project design. Ensures that major requirements are addressed and that solutions are incorporated into the business and system workflow. Examples include performing data mapping, merging disparate sources of information and normalizing the data, developing quality control methodologies to audit results. Develops user friendly front-end tools and Intranet reporting systems to make information accessible to a broader base of customers (i.e. parameter driven reports/queries, ad-hoc drill-down capabilities, creation of summary data-sets, definition of multi-dimensional data-cubes, etc). Works as a liaison with the Systems team to transition standard (recurring) products into IS supported production. Researches data quality issues and identifies opportunities for quality improvement initiatives. Works effectively and efficiently on multiple tasks and deadlines and produces high quality results. Develop, maintain, manage, and integrate analytical methodologies in support of pharmaceutical effectiveness to overall medical effectiveness. Monitor ongoing performance/effectiveness of pharmacy benefit plans across the spectrum to control costs. Identify metrics and benchmarks (both internal and external) to proactively identify and evaluate leading/lagging indicators for clinical activity.

QUALIFICATIONS: Extensive knowledge of quality, outcomes measurement and clinical effectiveness. Experience in data mining/knowledge discovery and databases. Knowledge of financial payment methodologies in healthcare (DRG, ICD-9, CPT-4, HCPCS, etc) to leverage clinical content for analysis. Proven quantitative, writing and analytical skills. Strong organization and project management skills with comfort in creating and achieving success in a highly matrixed management environment. Superior communication skills a must.
